An integrated and inclusive methodology for municipal resilience against multiple crises

    Ervin Sezgin has a PhD in urban and regional planning from Istanbul Technical University. He taught at the same university at masters and undergraduate levels between 2014 and 2018. Meanwhile, he served as urban governance and planning specialist for UN Habitat, the Turkish Ministry of Environment and Urbanism, development agencies and local governments in Turkey. As a part of his work, Ervin prepared various technical and policy advice reports and wrote academic research papers. He is a team member of the Resilience in Local Governance (RESLOG) Project, which is applied in collaboration with Swedish Association of Local Authorities and Regions (SKR) and the Union of Municipalities of Turkey, Marmara Municipalities Union and Çukurova Municipalities’ Union. His publications and professional interests focus on international migration, urban governance and regional policies and politics.

  • Burcu Özüpak Güleç image/svg+xml Swedish Association of Local Authorities and Regions

    Burcu Özüpak-Güleç the Country Representative of SALAR I and Project Manager for RESLOG, graduated from Mimar Sinan University and earned master's degrees from Marmara University and Mimar Sinan University. She completed postgraduate studies at Kent University, UK. Burcu has made significant contributions to planning and local policymaking, coordinating Istanbul's Regional Plans and directing the Istanbul Vision 2050 Strategy Document. She has expertise in participatory processes, governance, sustainable and inclusive development, local economic development, migration policies, and local governments, with over 19 years of experience in urban planning, development, and governance projects.

  • Sezin Üskent image/svg+xml Swedish Association of Local Authorities and Regions

    Ms. Sezin Üskent is a development & governance expert with 25 years of experience, has worked on various international projects funded by EU, UN, SIDA, and World Bank in Turkey. Her expertise includes decentralized development policy planning, governance, strategic planning, social policies, and citizen involvement. She has contributed to projects such as Turkey's first Twinning Project, setting up Development Agencies, and preparing strategic plans for socio-economic integration. Sezin has collaborated with ministries, municipalities, development agencies, NGOs, and universities, and has supported citizen assemblies and platforms. She holds an MSc in International Urban Planning and a Bachelor's in City and Regional Planning.

  • Metehan Gültaşlı

    Metehan Gultasli is a freelance consultant/urban planner, having 20 years of experience working for central/local level public institutions, international organizations and international development consultancy companies. His expertise covers a wide array of economic and social development topics, including strategic planning, good governance, public engagement and participatory decision-making, public-CSO cooperation, gender equality and gender-responsive budgeting (GRB), institutional capacity assessment, development of migration policies and resilience planning, community-based sustainable tourism and urban regeneration, urban planning and development of accessibility policies and programs targeting persons with restricted mobility.

Abstract

This article seeks to explore flexible approaches to integrating resilience into urban governance. With this perspective, it evaluates the transformation of RESLOG- Türkiye Project’s resilience assessment methodology, developed to access local governments’ resilience against Syrian migration, into a holistic approach to access the impacts of 6th February earthquakes on local governments. The article gives background information about the project and the resilience assessment method, then explains in detail the earthquake adjusted version and elaborates its implementation over the case study conducted for Mersin Metropolitan Municipality.
